Instrument for Financial Support for Border Management and Visa Policy (BMVI)
About the Instrument
In the context of the Home Affairs Funds, when it comes to the borders and visas, EU countries’ commitment to allow the legitimate travelling and ensure stable management of the EU’s external borders is promoted BMVI constitutes a part of the Fund of the Integrated Border Management along with the Funding Support Instrument of the Customs Control Equipment. The objective of the BMVI is to ensure a strong and effective European integrated external border management of EU, contributing in this way to the assurance of a high-level internal safety across EU and ensuring at the same time the free movement of its citizens within its territory, in full conformity with the relevant Union Acquis and the international responsibilities of EU and its Member States that derive from the international actions to which are considered involved parties.
For the period 2021-2027 the resources that have been allocated to Cyprus by the BMVI amount to €49.1M.
Support Areas per Special Objective

Integrated management of the external borders of EU
Supporting an effective integrated European management of external borders, which is implemented by the European Border and Coast Guard, as a common responsibility of European Border and Coast Guard Agency and local authorities that are responsible for the borders management, the legal border crossing facilitation, the prevention and detection of illegal migration and trans-border crime, and the effective management of migration flows acting as below:
- Infrastructure, buildings, systems and services that are required at the points of crossing border and the supervision of borders among the crossing border points.
- Operating equipment, including transportation means and ICT systems for the effective and secure control at the points of border crossing and border supervision.
- Training in the sector of European integrated border management

Support the common visa policy
Supporting the common visa policy for the assurance of an integrated approach when it comes to the issuing of visas and the facilitation of legal travelling, contributing at the same time to the risks prevention at the migration and safety level with actions as per below:
- Infrastructure and buildings that are required for the processing of the visa applications and the embassy cooperation, including the safety measures and other actions that aim at improving the quality of services for the visa applicants.
- Operating equipment and ICT systems for processing visa applications and the embassy cooperation.
- Training of the embassy personnel and other personnel that contribute to the common visa policy and embassy cooperation.
Co-funded Programme
The BMVI funding will be utilised through the BMVI Programme, whose Management Authority is the European Funds Unit, Ministry of the Interior.
